Review of French cooperation in Haiti in 2025

In 2025, France allocated €45 million to cooperation with Haiti in the areas of security, humanitarian aid, and development.

Security :

In the area of ​​security, France strengthened its partnership with the Haitian National Police (PNH) by delivering four tons of equipment to various units and training more than 400 police officers from specialized PNH units : SWAT, the Anti-Gang Tactical Unit (UTAG), the Border Police (PoliFRONT), the Departmental Operations and Intervention Brigade (BOID), and the Intervention and Research Brigade (BRI), through 11 training sessions. Some of these training sessions benefited from the support of elite French National Police units, such as RAID and the Anti-Narcotics Office (OFAST).

The partnership between the Armed Forces of Haiti (FAd’H) and the French Armed Forces in the Antilles continued in 2025 with three new cohorts of Haitian soldiers trained in Martinique. Since its launch in 2024, approximately one hundred FAd’H soldiers have been trained, and the program will continue in 2026.

France supported the creation of the Gang Supression Force (GSF) at the UN, replacing the Multinational Security Support Mission. In 2025, it contributed €3.5 million to the FRG’s Trust Fund, in addition to the €10 million contributed since 2023. France also helped mobilize European partners to secure a €10 million contribution from the European Union to the Organization of American States (OAS) for the construction of forward operating bases for the Haitian National Police (PNH) and the GSF.

Humanitarian Aid :

In the humanitarian sphere, France maintained a high level of commitment in 2025, with €17 million allocated to UN agencies, NGOs, and human rights organizations.

It is funding school canteens to the tune of €5 million, with a policy of local procurement to support small Haitian producers. This program benefits 80,000 students across the 10 departments for the 2025/2026 school year, through the National School Canteen Program (PNCS) and the World Food Programme (WFP).

With €3.5 million in support, the NGO Solidarités International and the WFP are combating malnutrition and providing emergency food assistance to the most vulnerable households in the metropolitan area.

It provides €8.5 million in support to internally displaced persons and returnees, particularly women and girls, in the form of medical care, water and sanitation services, supporting the work of several United Nations agencies (UNICEF, UNHAS, IOM) and partner NGOs (Solidarités International, ALIMA, Handicap International, the Agency for Technical Cooperation and Development (ACTED), and Save the Children).

Culture :

Cultural cooperation remained at a high level of engagement despite the temporary closure of the premises of the French Institute in Haiti (IFH) and the partnership established with the Cultural Center of Brazil.

In 2025, the IFH organized 183 cultural events: concerts, films, theater, comedy shows, exhibitions, workshops, conferences, broadcasts, and festivals. The year also featured programming for the IFH's 80th anniversary. A cultural commitment that continues through the network of Alliance Française branches in Cap-Haïtien, Gonaïves, Les Cayes, Jérémie, and Jacmel, which provide a unique territorial network focused on culture and the French language, offering cultural programming, French courses, and technical training to more than 5,000 learners.

France continues its support for several festivals : Quatre Chemins, En Lisant, PAPJazz, and the Salon du Livre (Book Fair), as well as the production of the podcast "Terre des Érudits" (Land of Scholars), which highlights Haitian artistic voices, and the publication of the journal Conjonction.

In 2025, France issued 247 student visas, as well as 15 Master's scholarships and 12 Anténor Firmin doctoral scholarships. This commitment to training future Haitian leaders aligns perfectly with the excellence of the Lycée Français Alexandre Dumas.

Economic Development :

In terms of economic development, the French Development Agency (AFD) disbursed €16.7 million in 2025 for development projects across the country in the areas of education, health, and cultural and creative industries.

This support is extended through AFD subsidiaries, the Civil Society Organizations Support Unit, which disbursed €3.9 million to local organizations, and through Proparco, which granted a €1.5 million loan to finance 2,000 micro-enterprises.

Expertise France is also continuing its expansion through the implementation of several projects supported by various donors, including the French Development Agency (AFD) and the European Union, aimed at strengthening governance, civil registration, customs, and civil security.

Finally, the Embassy supports the work of some thirty civil society organizations active in defending human rights, particularly women's rights.
