Monitoring of the Reform of public finances and economic governance in Haiti

Sandra Paulemon, the Minister of Planning and External Cooperation, held this week an important working session with members of the Commission for Public Finance Reform and Economic Governance (CRFP-GE), around the state of progress, the challenges encountered and the prospects for the reform.

During this session, Charles Cadet, Coordinator of the Commission, retraced the history of reforms undertaken for more than two decades by the Haitian State in the area of ​​public finances and economic governance. He also presented the main areas of reform as well as the results obtained, described as "mixed" after several years of implementation.

The exchanges allowed technical discussions on the six major axes of the reform, in particular :

• Mobilization of internal resources;

• Statistics, planning, programming and budgeting;

• Public treasury management and public accounting;

• The governance of local finances;

• Control, transparency and the fight against corruption;

• The State Finance Information System.

Technical managers also reported on the ongoing review of the overall reform strategy, with the support of the European Union.

In her remarks, Minister Paulemon expressed her expectations in terms of concrete results within the framework of the reform. She underlined the need to have a clear, structured action plan oriented towards tangible impacts and called for better coordination between the different stakeholders.

Paulemon also pleaded for better synchronization between institutions, intervening in the management of public finances while insisting on the need to strengthen their interconnection and interoperability. The Minister stressed that the reform cannot produce lasting results without effective coordination between the different actors. She thus called for the establishment of integrated mechanisms promoting the circulation of information, the coherence of actions and more harmonized governance of the entire public finance system.

The meeting ended with concrete perspectives, notably the upcoming holding of the first statutory meeting of the Strategic Steering Committee (COPIL).
