On Wednesday, February 25, 2026, Patrick Pélissier, the Minister of Justice, acting as interim Prime Minister while Prime Minister Fils-Aimé attended the 50th Ordinary Session of the CARICOM Conference in Saint Kitts and Nevis, chaired a high-level strategic meeting focused on strengthening national security, consolidating institutional stability, and mobilizing all of the nation's vital forces.

This important working session brought together the High Command of the Haitian National Police (PNH), representatives of the central government, and Wilson Jeudy, the Mayor of Delmas.

On the Prime Minister's instructions, the PNH's main operational directorates, including the General Directorate (DG-PNH), the Central Directorate of the Judicial Police (DCPJ), the Central Directorate of Administration and Police (DCAP), and the West 1 and 2 Departmental Directorates, participated in the discussions.

The discussions led to the definition of more effective and efficient mechanisms aimed at :

• Optimizing the deployment of mobile patrols and fixed checkpoints;

• Intensifying prevention and law enforcement operations in all ten geographic departments;

• Strengthening the police presence by increasing the number of outposts and forward operating bases;

• Enhancing internal troop control and ensuring strict and visible identification of PNH officers;

• Increasing targeted traffic stops and searches, based on reliable intelligence.

These actions reflect the commitment to restoring state authority, protecting lives and property, and neutralizing criminals, in strict compliance with the law and fundamental rights.

The Government also emphasized the need for structured collaboration with the public, stressing that citizen participation, particularly through alert mechanisms for kidnappings or suspicious activities, is a key pillar of the national strategy.

This synergy between law enforcement, judicial authorities in the country's eighteen jurisdictions, and local governments aims to create an atmosphere of trust, stability, and hope for all citizens.
