Haiti - Public Procurement : Strategic Agreement between UEH and Expertise France 14/02/2026 09:05:16
Professor Dieuseul Prédélus, Rector of the State University of Haiti (UEH), and David Bruchon, Director of Expertise France in Haiti, signed an agreement at the offices of the National Commission for Public Procurement (CNMP) for financial and technical support from the European Union for the Chair of Training, Studies, and Research in Public Procurement and the Master's program in Public Procurement, Management, and Governance. The ceremony was held in the presence of Ms. Hélène Roos, Ambassador of the European Union to Haiti; Professor Dieuseul Prédélus, Rector of the State University of Haiti (UEH); Claude Dalberg, Coordinator of the National Monitoring Committee (CNM); Professor Adma Dessein, Vice-Dean of Research at the National Institute of Administration, Management, and Advanced International Studies (INAGHEI); and several representatives from oversight and regulatory bodies, as well as academic and technical partners. Ms. Hélène Roos, Ambassador of the European Union to Haiti, framed this initiative within the context of the Building Contract 2 cooperation program, implemented since 2017 and scheduled to continue until 2027. According to her, public procurement and public contracts constitute a central and strategic lever for good governance, transparency, efficiency, and the credibility of public spending. For the Ambassador, by supporting the Master's program in Public Procurement, the European Union intends to make a lasting contribution to strengthening the capacities of public administration officials, believing that investing in the skills of civil servants is essential for a more efficient, transparent, and credible state. She reiterated the European Union's commitment to Haiti, which, according to her, requires strengthening public sector skills and building trust among citizens and partners. For his part, Rector Prédélus linked the signing of this protocol to a strategic understanding of the State University of Haiti's (UEH) role as a central player in national development. He stated that this partnership with Expertise France marks a decisive step in the new team's commitment to making the State University of Haiti a true hub of national development. The Rector emphasized that the Master's program, housed at the National Institute of Management and Advanced International Studies (INAGHEI), goes beyond mere academic training. It embodies "the will of the governing bodies to make UEH a university deeply rooted in the realities of our country." Emphasizing the ethical dimension of the program, the university, President Prédélus, added, "This program is a powerful weapon against corruption." In his view, training in public procurement constitutes a fundamental lever for establishing "a lasting culture of integrity in the management of public affairs." Addressing the students present, he urged them to seize this opportunity seriously, inviting them to become the spearhead of the modernization of public administration, agents of change, and builders of the new Haiti. Dalberg Claude, Coordinator of the CNMP (National Commission for Public Procurement), underscored the structuring impact of this agreement on the future of public governance in Haiti. On behalf of the National Commission for Public Procurement, he expressed his profound gratitude to Expertise France for its crucial support of the Master's program and the Chair related to public procurement. While expressing his hope that this partnership would symbolize a new era for public procurement in Haiti, he made a point of thanking the State University of Haiti (UEH) for its central academic role and its commitment to making this chair a space for training and research. By combining institutional expertise, academic knowledge, and international cooperation, the National Commission for Public Procurement (CNMP), the State University of Haiti, and the European Union, through Expertise France, intend to make specialized training and applied research cornerstones of the modernization of public procurement in Haiti.
