During the 35th edition of "Tuesdays of the Nation", Mario Andrésol, the Secretary of State for Public Security, reaffirmed the Government's commitment to restoring order, security, and state authority throughout the national territory.

Andrésol emphasized that public security is an absolute strategic priority and an essential condition for political stability, economic recovery, and a return to democratic life. He reiterated that the State is engaged in a structured, sustained, and irreversible offensive against insecurity in all its forms.

In this context, the Secretary of State highlighted the signing, at the end of July 2025, of a strategic cooperation framework between the Ministry of Justice and Public Security and the United Nations Development Programme (UNDP). According to the Secretary of State, this cooperation framework is structured around five key and complementary pillars :

• The effective strengthening of governance and strategic management of public security;

• Consolidating the legal, strategic, and regulatory framework of the security sector;

• Direct support for government mechanisms for strategic planning and decision-making;

• Strengthening community resilience to security threats, both criminal and non-criminal;

• Intensifying the fight against transnational organized crime, promoting inclusive security, and ensuring equity in the State's security operations.

The central objective of this cooperation framework is to support the Haitian State in its gradual reconquest of the territory, with a view to establishing a lasting security environment, particularly in the West, Artibonite, and Central departments, which are especially vulnerable to the actions of armed gangs.

As part of the implementation of this strategy, the Office of the Secretary of State for Public Security has assembled a team of high-level national and international experts.
