Haiti - Politic : The FNE undertakes structural reform

On January 20, 2026, as part of the 33rd annual "Mardis de la Nation" (Tuesdays of teh Nation) event, Élysée Collagène, Director General of the National Education Fund (FNE), presented the institution's main priorities for 2026.

His address highlighted his clear and resolute commitment to a thorough transformation of the FNE, making it an efficient, transparent, and financially sustainable institution capable of fully playing its role in financing the Haitian education system.

Upon assuming his duties, Élysée Collagène conducted a comprehensive assessment, revealing significant administrative and organizational weaknesses. To address these, he made the development of financial and accounting procedures manuals a strategic priority.

This streamlining process began with the temporary suspension of check distribution, allowing time for a thorough review of the allocation mechanisms to improve their efficiency and integrity.

The new procedure now stipulates that checks for school fees must be made out exclusively to schools, thus ensuring the proper and traceable use of public funds. A monitoring committee is responsible for overseeing the strict application of this system in collaboration with schools, prioritizing children from the most vulnerable backgrounds.

Faced with a volume of applications far exceeding its budgetary capacity, the National Education Fund (FNE) has also established a technical validation committee tasked with evaluating and selecting projects that meet the eligibility criteria.

These strict control measures were all the more necessary given that the institution faced a debt of 2 billion gourdes in 2023. Thanks to rigorous and responsible management, the FNE's treasury has now reached 5.9 billion gourdes, laying the foundation for sustainable and credible action in service of national education.
