Haiti - Education: Ministerial decision on the generalization of new 3rd cycle programs

A ministerial decision was taken relating to the generalization of the new programs of the 3rd cycle of fundamental education https://www.haitilibre.com/en/news-40911-haiti-flash-towards-a-change-in-school-programs.html from the 2027-2028 academic year. Ministerial Decision No. D-2 (1) 384 :

"Considering the Constitution of the Republic of Haiti which guarantees the right to education through articles 32, 32.1, 32.2, 32.4, 32.6, 35.5, 111, 111.1, 136, 155, 156, 166, 167 for all;

Considering that the Ministry of National Education and Vocational Training (MENFP) is the body responsible for regulating the Haitian education system;

Considering the Law of September 27, 1994 reorganizing the Haitian education system and establishing basic education;

Considering the ministerial decision relating to the rewriting of the 3rd cycle programs;

Considering previous ministerial decisions relating to experimentation and the gradual introduction of new programs in the 3rd cycle of basic education;

Considering the need to harmonize learning on a national scale and to guarantee the coherence of the basic education curriculum;

On report from the Department of Fundamental Education (DEF); the MENFP

Decides :

Article 1 : The programs for the 4 new subjects : Citizenship Education (EC), Aesthetic and Artistic Education (EEA), Physical and Sports Education (EPS) and Education for Technology and Productive Activities (ETAP) are in force in all establishments in the country from 2024-2025.

Article 2 : From the 2027-2028 academic year, the new programs for the 7 other disciplines will come into force in the 7th AF classes. These same cohorts will continue in 8th AF with the corresponding program in 2028-2029, then in 9th AF with the related program in 2029-2030. Thus, over the space of three years, the new programs will be gradually generalized to the entire 3rd cycle of basic education.

Article 3: The Directorate of Fundamental Education (DEF) ensures coordination, educational monitoring and technical support for the implementation of said programs, in close collaboration with the other Technical Directorates and partners of the MENFP.

Article 4 : The Directorate of Training and Development (DFP) is responsible for organizing continuing training sessions for teachers, directors and educational supervisors, with a view to strengthening their skills in the application of curricular innovations.

Article 5 : The Departmental Directorates of Education (DDE) will ensure the dissemination, application and compliance with the provisions of this decision in their respective departments.

Article 6 : As part of the progressive implementation of the curriculum reform and the skills-based approach (APC), all publishers and designers of school textbooks are asked to undertake, under the technical supervision of the Ministry of National Education and Vocational Training (MENFP), a process of adaptation and updating of their works in order to ensure their alignment with the new official programs.

This decision repeals all other previous provisions which are contrary to it.
