Haiti - FLASH : Mgr Dumas agrees to lead the mediation at the end of the CPT's mandate

Mgr Pierre-André Dumas, Bishop of Anse-à-Veau and Miragoâne, and Vice-President of the Haitian Episcopal Conference, in a letter addressed to Laurent Saint-Cyr, President pro tempore and Coordinator of the Transitional Council (CPT), confirms that, at the request of numerous national civil society and political organizations, as well as international organizations, he "accepts, with gravity and conscience, to conduct mediation [...] in order to prevent potential chaos at the end of the CPT's mandate on February 7, 2026."

Letter from Bishop Dumas to Laurent Saint-Cyr :

"Subject : Invitation to join the mediation

Your Excellency,

I offer you my compliments and take this opportunity to remind you that on numerous occasions, you have expressed the wish that the Catholic Church conduct a mediation to prevent potential chaos surrounding the end of the mandate of the Presidential Transitional Council (CPT) on February 7th.

In this context, I wish to inform you that some fifteen coalitions from the political, economic, and civil society sectors have asked me to lead a mediation effort to reach a consensus on establishing an Executive government by February 7, 2026, the expiration of the current 'Presidential Transitional Council' (CPT) mandate, in accordance with Article 12.1 of the April 4, 2024 Agreement (https://www.haitilibre.com/docs/accord-politique-pour-une-transition-pacifique-et-ordonnee.pdf). International institutions (CARICOM, OAS, and BINUH) have also approached me regarding this process.

Although I am still recovering, after careful consideration and reflection, I accept, with gravity and awareness, to lead this mediation, because no sacrifice is too great to prevent the country from descending into chaos after February 7.

As part of this mediation, I would like to meet with you on Thursday, January 22nd or Friday, January 23rd, at your convenience, to update you on this process and to obtain the official position of the CPT. You, as a politician, and I, as a shepherd, must combine our efforts to avoid the chaos that threatens the country if we do not anticipate the events following February 7th. I continue to keep the CPT in my prayers.

I take this opportunity to extend to you, Your Excellency, my best wishes for a happy and productive 2026, both for your family and for our country, and I reiterate my patriotic greetings."

Mgr Pierre André Dumas

Bishop of Anse-à-Veau-Miragoâne and Vice-President of the Haitian Episcopal Conference
