Pope's Message for Haiti

On Thursday, December 24, 2025, without delivering his Christmas message from the loggia of St. Peter's Basilica in the Vatican, Pope Leo XIV, as is tradition, demonstrated his closeness to the suffering peoples in the many countries marked by conflict, including Haiti : "Let us pray to God-made-man for the dear people of Haiti, that all forms of violence may cease in the country and that it may progress on the path of peace and reconciliation."

USA : 2025 Haiti Book Prize Awarded to Marlène L. Daut

Marlène L. Daut, Professor of French and African-American Studies at Yale University (Connecticut), has won the 2025 Haiti Book Prize, awarded by the Haitian Studies Association (HSA), for her book "The First and Last King of Haiti: The Rise and Fall of Henry Christophe".

Discussion between the OAS and the GSF

Albert Ramdin, Secretary General of the Organization of American States (OAS), met with the Special Representative-designate of the French Gang Repression Force (FRG), Jack Christofides, who will assume his duties in February 2026. "We discussed the encouraging progress in force generation, with commitments from contributing countries having already reached and exceeded the target of 5,500 troops. We also exchanged views on the short- and medium-term strategies developed by the GSF, as well as concrete channels of collaboration between the GSF and the OAS, in accordance with our commitment to contribute to ensuring security, democracy, and prosperity for Haiti."

Entry into force of the Penal Code postponed

The Prime Minister's Office of Communication announces that during the Council of Ministers meeting held by videoconference on Wednesday, December 24, 2025, in a special session, it was decided, by decree, to postpone the entry into force of the new revised Penal Code and Code of Criminal Procedure and to determine the phases of their gradual implementation. This measure will prevent any legal uncertainty that could be detrimental to those seeking justice and to the proper functioning of the rule of law. It will allow the Ministry of Justice to establish the necessary technical and operational framework for managing, coordinating, and overseeing the orderly implementation of these Codes.

DCPA : 2025 Partial Review

On Tuesday, December 23, 2025, Inspector General Jacques Joël Orival, Director of the Central Directorate of Administrative Police (DCPA), held an end-of-year meeting with the heads of the various units under the directorate's authority. This meeting allowed unit heads to present a partial review of the achievements made during 2025 in their respective jurisdictions, as well as the challenges to be addressed. Furthermore, strategic considerations aimed at improving the effectiveness of interventions and harmonizing administrative and operational actions, with a view to defining new directions for the coming year, in accordance with the directives of the PNH High Command, were also discussed.

Southeast: Survey on the Integration of Displaced Families

The Spanish Agency for International Development Cooperation in Haiti (AECID Haiti) and the International Organization for Migration (IOM) are partnering to produce new data on sustainable solutions in Haiti. Conducted with national institutions, this survey gathers information on the integration of displaced families in the Southeast department, in order to guide long-term, evidence-based responses.
