Haiti - USA : Congress adopts a law on transparency in criminal collusion in Haiti

On Wednesday, December 17, 2025, Congress passed the Haiti Criminal Collusion Transparency Act (CCTA) as part of the defense bill.

This law requires the U.S. government to submit to Congress, within 180 days of its enactment, a report detailing the major gangs in Haiti, their leaders, and their connections to the elite. Sanctions, including asset freezes and visa revocations, must be implemented within 90 days of the report's release.

The President is authorized to freeze all property and financial interests belonging to sanctioned individuals if those assets are located in the United States, are transferred to the United States, or are owned or controlled by a U.S. person, including foreign branches of U.S.-based entities. This measure effectively prohibits sanctioned individuals from conducting any financial transactions involving U.S. institutions or assets.

The law also imposes strict visa restrictions. Those sanctioned are declared inadmissible to the United States and are prohibited from obtaining any visa or entry document. For those who already possess such documents, their revocation is immediate, automatically resulting in the cancellation of any other valid visas or travel authorizations they may hold.

The bill has been sent to President Trump for signature.
