Haiti - Security Council : No veto but reservations from China and Russia

China and Russia abstained from vetoing the resolution presented by the United States and Panama, which provides for the transformation of the current Mission in Haiti into a "Gang Suppression Force" allowing the resolution to be adopted without opposition https://www.haitilibre.com/en/news-45891-haiti-flash-the-security-council-has-voted-for-the-new-gang-repression-force.html but not without reservations...

China, which had already expressed skepticism in 2023 about the creation of the Kenyan-led Multinational Security Support Mission without a political transition in Haiti, has, however, clearly expressed its doubts about the new mission.

Chinese Ambassador Fu Cong, China's Permanent Representative to the United Nations since April 2024, stated, "It is unlikely that resorting to military force to combat violence with violence at this time will lead to success; it could even complicate an already intractable situation."

He also denounced a new mission prepared "hastily" without learning "lessons from the past" or addressing major "ambiguities" regarding the composition of the force or the rules of engagement.

For his part, Ambassador Vasily Alexievich Nebenzia, Permanent Representative of the Russian Federation to the United Nations, stated, "Unfortunately, the tools of international assistance to Haiti pushed through the Council have failed to produce any sustainable results [...] and we have every reason to believe that this new mission — under yet another grand title — will meet the same fate."

Adding, "No proper assessment of the efficacy, successes or failures of the Multinational Security Support mission was conducted, he went on to observe."

"Instead [...] the Council is now being presented with a new idea — to create a mission independent of national and international oversight, with a virtually unrestricted mandate to use force against anyone and everyone labelled with the vague term 'gangs'."

He asked those present : "Do you not understand that ill-conceived and rushed steps may lead to outcomes that are completely contrary to our goals ?"
