On Wednesday, August 20, 2025, a Council of Ministers meeting was held at the Villa d'Accueil, chaired by Laurent Saint-Cyr, President pro tempore of the Transitional Council (CPT). Presidential Advisors and members of the Government discussed several important issues for the country, including the security and proper functioning of state institutions.

Agenda :

1) Welcome Remarks;

2) Draft Decree establishing the conditions for issuing, obtaining, and using diplomatic and official passports, as well as the rules to prevent and punish their illicit use;

3) Draft Decree ratifying, in the name and on behalf of the Republic of Haiti, the name change of the Latin American Energy Organization (OLADE) to the Latin American and Caribbean Energy Organization (OLACDE);

4) Draft Decree amending the Law of February 14, 2017, on electronic signatures, adapting the law of evidence to information technology and expanding the powers of the National Telecommunications Council;

5) Draft Order granting a state funeral to Mgr. Joseph Willy ROMELUS, Bishop Emeritus of Jérémie;

6) Draft Order appointing Citizen Clerisson MOZART as Secretary of State for Literacy;

7) Draft Order appointing Citizen Marie Carol PIERRE PAUL JACOB Ambassador Extraordinary and Plenipotentiary of Haiti to Cuba;

8) Draft Order appointing Citizen Roudy Stanley PENN Ambassador Extraordinary and Plenipotentiary of Haiti to the Republic of China (Taiwan);

9) Draft Order appointing Pierre-Richard Cjuste as Ambassador Extraordinary and Plenipotentiary of Haiti to the State of Qatar;

10) Draft Order appointing Anaïse Manuel as Ambassador Extraordinary and Plenipotentiary of Haiti to the United Kingdom of Great Britain and Northern Ireland;

11) Draft Order appointing Yverick Délerme Cyril as Consul General of Haiti in Miami;

12) Draft Order providing the Municipality of Cap-Haïtien with a Municipal Commission responsible for managing its interests until the next elections;

13) Draft Order providing the Municipality of Ouanaminthe with a Municipal Commission responsible for managing its interests until the next elections;
