Haiti - «Tuesdays of the Nation» : Government response to the humanitarian crisis in the country (Video)

On Tuesday, July 29, 2025, at the Prime Minister's Office, guests at the 19th edition of Tuesdays for the Nation, Serge Gabriel Colin, Director General of the Economic and Social Assistance Fund (FAES), and Herwil Gaspard, Minister Delegate to the Prime Minister for Solidarity and Humanitarian Affairs, explained the government's response to the humanitarian crisis.

Serge Gabriel Colin, on behalf of Prime Minister Alix Didier Fils-Aimé, took stock of the actions taken in recent months, presented future priorities, and announced a significant increase in its interventions to help displaced persons.

Between March and July 2025, more than one million hot meals were distributed in the hardest-hit areas of the Ouest department. Forty-one community restaurants are currently active in Delmas, Bourdon, Canapé-Vert, and Christ-Roi, each serving approximately 1,000 meals per day. In addition to this food assistance, food kits, sanitation kits, drinking water, and containers are being distributed. The Centre Department, also hard hit by insecurity, recently benefited from the opening of four additional community restaurants.

Herwil Gaspard, Minister Delegate to the Prime Minister for Solidarity and Humanitarian Affairs, noted that more than one million people are currently displaced nationwide, including approximately 180,000 living in camps, particularly in the West, Artibonite, and Centre departments. He outlined the national strategy to address the displacement crisis, a response focused on three main areas.

1. Strengthened institutional presence in host areas :

Several public entities are mobilized to provide essential services to internally displaced persons (IDPs):

• The FAES (French Agency for the Protection of Internally Displaced Persons) for the distribution of hot meals; • The National Directorate of Drinking Water and Sanitation (DINEPA) for the supply of drinking water;

• The National Office of Migration (ONM), for the identification and monitoring of displaced persons;

The Ministry of Public Health for health care and services;

2. Direct and dignified rehousing measures :

The Government has launched a rental subsidy check program, designed to enable families to leave the camps and return to a more stable living environment, far from the makeshift sites https://www.haitilibre.com/en/news-45392-haiti-tuesday-of-the-nation-update-on-the-relocation-of-displaced-families-video.html ;

3. Sustainable Economic Recovery and Social Integration :

The third pillar aims to support displaced persons, those who have been returned to their homes, or those deported (particularly from the Dominican Republic or the United States) towards self-sufficiency through:

• Income-generating activities;

• Skills training, made possible by a memorandum of understanding with the National Institute of Vocational Training (INFP).

This initiative also includes young people living in camps, who are called upon to become agents of their own recovery, and not simply beneficiaries. "Humanitarian aid is necessary, but insufficient. We must break the cycle of dependency." The Government intends to promote the self-sufficiency of these populations, beyond handouts, and to reduce their vulnerability to armed groups.
