Haiti - FLASH : Regularization of teachers, fake letters of appointment and fake diplomas

Antoine Augustin, the Minister of National Education (MENFP), informed in a note dated June 23, 2025, that following the signing of the agreement of January 20, 2025, at the Prime Minister's Office with the six most representative union platforms in the sector, several measures have been initiated for the effective implementation of the six points contained in this agreement https://www.haitilibre.com/en/news-44109-haiti-education-end-of-teachersstrike.html

One of the key points of this agreement concerns the administrative regularization of classroom teachers without a letter of appointment, as well as those with a letter of appointment but not yet budgeted.

With this in mind, the Minister instructed the Ministry's Human Resources Department (DRH) to receive the files of these teachers, submitted by the signatory union platforms. However, while processing the submitted files, the Ministry's technical services were surprised to note a significant number of anomalies, including:

• Clearly falsified appointment letters;

• Fake diplomas from the Baccalaureate, the Teacher Training College (ENI), and the Center for Fundamental Education (CFEF).

Given the seriousness of these irregularities, Minister Augustin strongly condemns these fraudulent attempts aimed at undermining ongoing regularization efforts and manipulating the State's administrative procedures.

Therefore, the Minister :

• Calls on the signatory union platforms to demonstrate responsibility and vigilance by ensuring the credibility, veracity, and compliance of the submitted files;

• Informs that a rigorous verification will continue, in collaboration with the competent authorities, to authenticate each document received;

• Reserves the right to prosecute the perpetrators and accomplices of these fraudulent acts, in accordance with applicable laws.

The Ministry reiterates its commitment to fulfilling its commitments, but within a framework of ethics, transparency, and legality. It counts on the sincere cooperation of the union platforms to continue the regularization process under the best possible conditions.
