Haiti - Diplomacy : First positive result of the new Haitian Ambassador to the Dominican Republic.

On Thursday, May 29, 2025, the President of the Dominican Republic, Luis Abinader, received the credentials of the new Haitian Ambassador, Emmanuel Fritz Longchamp.

It should be recalled that diplomatic relations between the Dominican Republic and Haiti had been without diplomatic representation since June 2022. Fritz Longchamp replaces Smith Augustin, the last Ambassador appointed in August 2020 under the presidency of the late Haitian President, Jovenel Moïse, who was assassinated on the night of Tuesday, July 6 to Wednesday, July 7, 2021. https://www.haitilibre.com/en/news-34162-haiti-flash-president-jovenel-moise-assassinated-by-mercenaries-official-updated-7am-+-video.html , recalled by the Chancellery in March 2022 and since then a member of the Presidential Transitional Council.

Since his arrival in the Dominican Republic, before officially taking office, Fritz has been involved in overseeing voluntary return programs for Haitian citizens.

As part of his first diplomatic duties, Ambassador Emmanuel Fritz Longchamp requested safe conduct to facilitate the transit of Haitian students through Dominican territory. "This is a request to grant safe conduct to 52 students who need to transit through the Dominican Republic to travel to Colombia." The Haitian Ambassador indicated that President Abinader responded: "Consider this request fulfilled." It should be recalled that since March 5, 2024, the Dominican Government has closed its airspace and borders with Haiti due to the escalating crisis in that country.

Regarding the expulsions of Haitians from the Dominican Republic, Fritz Longchamp stated that they could not interfere in the decisions of the Dominican government, but demanded respect for international agreements and human rights.

Fritz Longchamp also affirmed that Abinader had reinforced the Dominican government's commitment to contributing to Haiti's stability. "President Abinader reiterated the Dominican Republic's good intentions toward Haiti and assured me that he was doing everything possible to help Haiti regain serenity and normalcy."

The Ambassador emphasized that the Dominican Republic's position coincides with that of the United States and other international actors, which are encouraging greater involvement of the Organization of American States (OAS) in managing the Haitian crisis.

Emmanuel Fritz Longchamp is a Haitian diplomat with a long diplomatic career. He served as Haiti's Minister of Foreign Affairs from 1995 to 2001 under President René García Préval, during which time he played a key role in promoting the Bilateral Joint Commission through agreements signed by the latter with then-Dominican President Leonel Fernández.

He served as Secretary General of the Presidency from 2006 to 2011. Prior to his appointment to the Dominican Republic, Emmanuel Fritz Longchamp represented Haiti at the United Nations.
