Haiti - Justice : Installation of the new Minister of Justice, Michel Brunache 13/12/2011 09:25:52
"...the process of establishment of the Supreme Council of the judicial power must be finalized and the transfer of skills accomplished in view of the strict application of the Constitution which requires the separation and the independence of the three powers. Also, the efforts for the revitalization of the penal chain should not be neglected and especially the establishment of a penitentiary system that meets international standards, that promote education and social reintegration of prisoners. The Minister of Justice and Public Safety, has for some time a package of new skills, to the number of measures to be taken to regulate the functioning of public institutions, the law on the organization and functioning of this ministry is a priority for the Government [...] it must guarantee to the citizens, a public service of quality. It is obvious that in this context, improving access to justice is of vital importance. The citizen is entitled to expect from the service of justice, a quality welcome but also that the heavy and cumbersome formalities to be simplified and response times to its current efforts. [...] Indeed, the public services should be able to provide in the best conditions of equity and efficiency, the tasks assigned to them, ie the guarantee of absolute respect for the rights of citizens without any consideration of social categories or political conviction. Justice must operate independently and the population should not worry about its security [...] it is in these feelings, that I'm pleased to install you Me Michel Brunache at the head of the Ministry of Justice and Public Safety, while wishing you good work and success in your work for the nspiration and consolidation of the rule of law, which guarantees the respect of individual liberties and economic and a safe environment conducive to free movement of persons and goods and to the peaceful development of business..." Me. Michel Pierre Brunache at the time of his installation has declared :"...At the Ministry of Justice and Public Safety, we have a duty to do everything possible to give a solid legal instrument, to reassure, protect and defend the lives and goods and establish the general framework conducive to good business. We will revisit, remove dust, remodel and expand the legal framework in order that it fit to the government priorities. While open us to the multinationals and foreign direct investment, we must protect the rights of the weak [...] the law is a crossroad to fully anchor the reform and sustain the action, the Ministry of Justice and Public Safety, under my administration, will be open to the recommendations of civil society, organizations defending human rights, associations, bars, and all actors in society as to the simplest citizen, to enrich the debate to build a solid edifice whose the foundations will be right. To get there, we need a stronger and professional police, which will act as a true auxiliary of justice pending the recommendations of the new national security force. Mr Representative of the Director General, Mr. Secretary of State for Public Safety I promise you my support and my willingness to help you accomplish your mission of public service. The police, each police officer is a vital link in the security architecture, as an indispensable auxiliary of justice, each has its place. Mr. Prime Minister, President of the Senate, Mr the President of the Court of Cassation, colleagues and friends we will get to work today to make of Haiti a rule of law..."
