Haiti - Elections : Towards a referendum and elections with Peruvian expertise

On March 11 and 12, 2025, the high-level Haitian delegation, on a tour of Latin America, led by Presidential Advisor Joseph Frinel, had two very fruitful working days with the Peruvian National Office of Electoral Processes (ONPE), with the participation of representatives of the Peruvian Armed Forces and Police;

Topic at the center of discussions :

- Organization of elections in times of crisis;

- Participation of the Peruvian diaspora (Exchange of best practices, experiences, and knowledge with the Peruvian Ministry of Foreign Affairs);

- Electronic voting, logistical, scientific, and technical support;

- Registration of displaced persons on the electoral roll (working session with the National Registry of Identification and Civil Status);

- Civic education, training, communication and information, technology, and elections;

- Sensitive and non-sensitive materials;

- Voting system and tabulation center.

Councilor Frinel Joseph explored possibilities for cooperation with Peru and believes that, with Peru's experience, Haiti can strengthen its electoral institutions and guarantee every citizen the inalienable right to freely choose its leaders. In his remarks, he emphasized the importance of building a transparent, resilient, and inclusive system in Haiti.

But beyond elections, he highlighted the need to pay particular attention to civic and democratic education to develop citizens aware of their rights and responsibilities; and the digitalization of electoral processes to ensure a modern, secure, and accessible electoral system for all, because a true democracy must be representative of all its components.
