In this document, the Prime Minister provides an overview of the economic, political and social situation in Haiti and elaborates on the immediate priorities : the restoration of security; political and institutional stabilization; the reconstruction and rehabilitation of infrastructure with particular attention to the reconstruction of educational and health infrastructure abandoned as a result of the violence; constitutional reform; strengthening the rule of law, economic recovery and youth inclusion.
