Haiti - Hospital residency program : UEH and MSF sign a Memorandum of Understanding 01/10/2024 10:01:13 This Memorandum aims to define, on the one hand, a framework for collaboration for the reception of UEH students enrolled in hospital residency programs, within MSF Belgium health structures or supported : Turgeau Emergency Center, Carrefour CT and SONUC of the Port-à-Piment Health Center with bed and on the other hand to clearly specify the roles and responsibilities of each Party concerning the conduct of internships for residents in general surgery, orthopedic surgery, obstetrics-gynecology, pediatrics and anesthesia (3rd or 4th year) at FMP-UEH in MSF medical programs. As part of this protocol, MSF undertakes, among other things, to provide accommodation for all assigned resident students (in Port-à-Piment or Carrefour); to host rotating residents within its health facilities for a 2-month internship; to assign each resident a tutor who is a member of MSF staff responsible for managing the internship in accordance with the provisions of the UEH supervision policy; to share with the University documents relating to the capacity of MSF institutions to host training (qualifications of tutors/supervisors, attendance at institutions, statistics for patients treated in the different specialties); to respect the weekly working time of 60 hours per week defined for residents; to provide UEH with evaluations of the resident and the internship; to provide an internship certificate to the resident when it has completed the entire internship. For its part, UEH undertakes, among other things, to identify relevant resident students for this program; to assign to MSF, within the framework of this partnership, the student residents in Orthopedic Surgery, Obstetrics-Gynecology, Orthopedic Surgery Anesthesia, General Surgery; to inform MSF of the programming of internships with at least two months’ prior notice; to share with the residents the objectives and conditions of the internship defined in this Memorandum of Understanding, the conditions of collaboration within the Project, as well as the behavioral commitments, and to ensure that they are understood and accepted; to ensure that the residents comply with MSF’s operating rules, the instructions and orders that may be given to them by MSF staff working at the Hospital, and the safety instructions applicable within the health structure; to validate the internships on the basis of a certificate provided by MSF; to intervene in the event of a dispute between MSF and a third party relating to a medical error committed by one of the residents on the basis of the principles of liability defined in Article 7; to develop and share with MSF and with the residents, the specifications to be followed for the achievement of the internship objectives in each specialty. This Protocol is concluded for a period of 12 months from its date of signature by the Parties and will automatically end at the end of the 12 months unless the Parties agree in writing to renew it, two months before the deadline, under the same terms and conditions for a new period of twelve months.
