Haiti - FAd’H : Soldiers trained and certified in human rights

On August 29, 2024, the Ministry of Defense organized a certificate award ceremony for trainers and trainers of trainers who had completed human rights training. The National Guard's human rights training manual was also unveiled.

Nearly twenty recipients received their training certificates on International Humanitarian Law, Human Rights, and Gender Equity. This training, conducted in December 2023 for senior executives of the National Guard Unit of the Armed Forces of Haiti (FAd'H), was organized under the direction of the Ministry of Defense, in partnership with the United Nations Integrated Office in Haiti (BINUH).

Based primarily on International Human Rights Law (IHRL) and International Humanitarian Law (IHL), the Training Manual is structured in 7 modules covering a wide range of themes of crucial importance in the daily lives and missions of soldiers, such as: responsibilities and consequences of human rights violations, rules of engagement and use of force, protection of civilians in conflict situations, judicialization of the field of operations, the Geneva Conventions and their additional protocols, as well as the integration of the gender dimension.

This document represents a significant step forward in the evolution of the Haitian military institution towards a modern approach, anchored in respect for human rights.

During his speech, Major Wolsby Ted Tesnor, declared "This manual is of capital importance to us because it better equips the soldier to carry out his duties, while instilling in him that above all : he is a human being, with rights, just like those he is called to serve and defend [...]" adding "More than a simple training manual for the National Guard, it is a guide intended for all soldiers, which will be used for the training of the next promotion." During his speech, Minister Antoine, said he was proud to present certificates to about twenty soldiers trained in human rights, international humanitarian law and gender equity, stating "The FADH aspire to comply with the standards of the armies of the region, with an emphasis on respect for human rights."

"On this day, we celebrate not only the acquisition of new skills by our military trainers, but above all the strengthening of our commitment to a modern army, respectful of human rights, international humanitarian law, and gender equity," said the minister, before adding that these values, now integrated into the heart of our prestigious institution, are not simple ideals, but rather guiding principles that must always guide each of the actions of the Armed Forces.

Furthermore, he highlighted the process of transformation of the Haitian military institution, specifying that the Haitian army is no longer the one that was once accused of certain bad practices. "In the current situation, this new Haitian army aims to be professional, disciplined, and entirely devoted to serving the population. It aspires to comply with the standards of other armies in the region, with particular emphasis on respect for the rights of each individual and democratic values," said Antoine, saluting the courage and spirit of our sacrifices of the military, who are currently alongside the National Police and the Support Mission to fight for Peace and security in all corners of the country. The commitment of these young men and women are models of dedication and patriotism for the Nation.
