Haiti - Humanitarian : 2 million euros for the first MINKA project of the AFD in Haiti

On July 26, 2024, the French Development Agency (AFD) and the Institute of Technology and Animation (ITECA) signed a second amendment to the financing agreement for the Risk Response for Sustainable Development (R2D2) project, financed by the AFD since 2019. Amounting to 1.5 million euros, this amendment brings the overall financing of the project to 3.5 million euros.

This grant aims to strengthen the capacities of three Haitian Civil Society Organizations (CSOs) (ITECA, ADEMA, and VETERIMED) so that they are able to contribute to risk and disaster management in Haiti.

The newly allocated envelope will notably make it possible to feed a contingency fund, which can be mobilized by the three CSOs in the event of a crisis of natural or man-made origin. This fund, which constitutes the very heart of the system, has been used on several occasions. Following the earthquake of August 14, 2021, for example, the OSC ITECA was able to position itself as a pioneer in emergency response by providing logistical support to the Departmental Coordination of Civil Protection from the very first hours.

In addition, the extension of the R2D2 project is accompanied by a major innovation: its "MINKA" label, the Peace and Resilience Fund launched in 2017 by AFD dedicated to mitigating vulnerabilities and building sustainable peace in fragile contexts.

In the tradition of AFD, MINKA targets four crisis basins : the Sahel, Lake Chad, the Central African Republic and the Middle East. Thanks to the signing of this amendment, R2D2 will now be able to benefit from the flexibility of this Fund.

First MINKA project in Haiti, R2D2 marks the beginning of a new era in the history of AFD in the country.
