Wednesday July 17, 2024, the Government declared a state of emergency in 14 municipalities under the control of gangs in the departments of West and Artibonite, announced Prime Minister Garry Conille in an address to the Nation lasting just over 11 minutes "[...] This state of emergency will give the Government the necessary tools and instruments allowing it to act, to eradicate bandits and to re-establish the authority of the State [...]"

Prime Minister Conillle authorized the Haitian National Police (PNH), with the support of the Armed Forces of Haiti (FAd'H) and the support of the Multinational Mission led by Kenya "to gradually begin the deployment and launch operations in the affected areas, based on the plans we have established. [...] The ultimate goal is to take back all areas controlled by the gangs, house by house, neighborhood by neighborhood, city by city [...] Remember that I always told you that Haiti will not perish and will not lose this battle [...]"
