Haiti - Education : Technical validation of revised secondary school programs

The Ministry of National Education is organizing, in Pétion-ville, a three-day workshop devoted (May 25 to 27) to the technical validation of the revised secondary school programs, in accordance with one of the components of the New Citizen Education and Looking to the Future (Nouvelle Éducation Citoyenne et Tournée vers l’AveniR - NECTAR).

During his interventions on the first two days of this workshop, Nesmy Manigat, the Minister of National Education, welcomed the consortium formed by "France Éducation International" (FEI), the Haitian Institute for Training in Educational Sciences (IHFOSED) and the Canopé Network which succeeded in bringing together Haitian and foreign experts, mainly French, as part of the renovation of said programs and modules.

Manigat praised the merits of bringing the third basic cycle into line with secondary school, while recommending that this coherence extend from preschool to secondary school in order to avoid any form of educational distortion in the training of students.

The Minister welcomed the role played by the Coordination of the education and quality pole, supported by the Directorate of Secondary Education, in the conduct of these curricular projects which take into account the evolution of the Haitian school in relation to the historical challenges and the demands of facing the challenges of the 21st century.

Jean-Pierre Delaubier, the Chief French expert, mobilized as part of the renovation of these school programs, returned, for his part, to the different stages already completed and the quality of the work provided by the fifty Haitian technicians and foreigners. He also elaborated on the continuity of programs between classes and school levels.

This technical validation workshop for secondary programs and modules fundamentally aims to standardize them and bring them into line with the recommendations of the Curricular Orientation Framework, namely:

  • Analyze the compliance of the programs produced with the requirements and guidelines defined in the Curricular Orientation Framework;

  • Ensure whether skills respect the annual progression benchmarks marking the rewriting of programs;

  • Ensure that the content, approaches and strategies selected contribute to the development of the targeted skills;

  • Ensure that COC values are taken into account in all subjects;

  • Correct some linguistic errors in the writing of programs.

This technical validation action assuming the rereading and rewriting of all disciplinary programs, makes room for local knowledge, elements of the environment (Creole concepts) having more meaning, most often, for young Haitians because they use them every day in all social, economic, medicinal, religious transactions etc...

After this technical validation, will come the scientific validation which will mobilize the National Commission for Science, Technology and Innovation (CoNaSTI). The third validation will be both political and social and will take into account the opinions of the high political authority and those of social actors.
