Haiti - FLASH : The CPT agrees for a rotating presidency and a qualified majority

Tuesday May 7, 2024, the members of the Presidential Transitional Council (CPT) met with a view to putting an end to the divisions within the Council since the appointment of a President and a Prime Minister following the decision, without vote, of a group of 4 representatives of the CPT from the Collective of political parties of January 30, 2023 (Edgard Leblanc Fils), the Democratic Resistance/Engaged for Development platform (RED/EDE - Smith Augustin) and the political group Compromis historical, of the Agreement of December 21, 2022 (Louis Gérald Gilles) and of the political Party "Pitit Desalin" (Emmanuel Vertilaire), constituted in a majority Group called "Indissoluble Majority Bloc"...

At the end of this meeting and after more than a week of laborious and heated negotiations, the advisors finally agreed and voted 6 votes for and 1 vote against, to adopt a rotating Presidency during the 22-month transition period.

It was agreed and approved that 4 advisors will have to take in turns the presidency of the CPT. The first rotating presidency will be held by Edgard Leblanc Fils, then by Fritz Alphonse Jean, Leslie Voltaire and finally by Louis Gerald Gilles. An official document should, unless there is a last minute change, be signed this Wednesday, May 8 to confirm the terms of the agreement between the advisors.

Furthermore, when there is no consensus or for decisions submitted to the vote which until now was taken by a simple majority (4 votes out of 7) provided for in the agreement of April 3rd, 2024, it was agreed that from now on the decision will require a qualified majority, 5 votes out of 7, in order to rebalance decision-making in the face of the majority bloc of 4 councilors.
