The situation described in the very detailed investigation report from the National Network for the Defense of Human Rights (RNDDH), reveals that the first quarter of 2024 was catastrophic in terms of respect for Human Rights. The RNDDH estimates that from 1990 to 2024, no political transition has ever been so bloody.

Since February 29, 2024, the two largest coalitions of armed gangs "G-9 An Fanmi e Alye" and "G-Pèp" until then rivals, have come together in an alliance called "Viv Ansanm" and have decided to make a demonstration of their power by sowing terror in Port-au-Prince and neighboring communities

Brief summary (January to March 2024) :

- At least 208 people were murdered, including 13 police officers;

- At least 5 armed attacks were recorded (Beudet in Croix-des-Bouquets, Bel-Air, La Saline, Pernier and Ganthier) resulting in the assassination of at least 67 people;

- Many citizens' houses were looted and burned in Port-au-Prince and Delmas in particular. Thousands of victims of insecurity who were in camps had to take refuge elsewhere and other camps also emerged;

- At least 64 women and girls were victims of sexual violence including gang rape, according to combined data from RNDDH and "Nègès Mawon", which is far from exhaustive;

- At least 158 people were injured by bullets in Port-au-Prince as well as in neighboring communities, according to combined data from certain hospital centers and the RNDDH;

- Numerous kidnappings have been recorded, of which at least 48 made the news;

- At least 9 demonstrations were severely repressed by agents of the Haitian National Police (PNH) during which at least 4 demonstrators were killed and 15 others injured, including 8 journalists;

- At least 83 private and public institutions and/or businesses were attacked, vandalized and/or burned in Port-au-Prince and neighboring communities, including 19 police stations and 5 peace courts and 1 court of first instance;

- In order to ransom the population, at least 13 toll booths installed by armed bandits/ 6 are located in the municipalities of Port-au-Prince and Cité Soleil, and the other 7 are installed on or near national roads 1,2,3, 5 and 8.
