The last quarter (October to December 2023) saw an increase in violence in Haiti, with 2,327 victims of murders, injuries and kidnappings, marking an increase of 8% compared to the previous quarter, for a total of more than 8,400 victims since January for the year 2023.

The spread of violence by criminal groups has spread, particularly in Artibonite and the southern outskirts of the capital, with an increase in sexual violence in several municipalities.

Maria Isabel Salvador, Special Representative of the UN Secretary General and Head of the United Nations Integrated Office in Haiti (BINUH), emphasizes that this violence leads to chronic insecurity, threatening the stability and well-being of citizens. The report also reveals the impact on children, with at least 53 victims of violence or involved in criminal activity, and highlights the obstacles posed by gang control of roads to the delivery of humanitarian aid and to traffic.

The justice system, affected by violence and structural problems, shows some signs of improvement with measures to reduce pretrial detention. During this period, 400 cases were processed and resulted in the release of more than 258 people. However, police operations have seen an increase in casualties, highlighting persistent insecurity.

Faced with this situation, the report calls on the international community to keep Haiti on the agenda and supports the importance of the Multinational Security Support Mission (MMAS), the commitment and determination of the member States of the Nations United Nations, widely expressed on the occasion of the last meeting of the United Nations Security Council on the situation in Haiti held on January 25, will make it possible to quickly find solutions aimed at the effective deployment of the Multinational (non-UN) Mission of Support for Security (MMAS) as expressed at the last meeting of the United Nations Security Council.
