The Group of Eminent Personalities has made several visits to Haiti, the last of which ended on December 13, 2023 without an agreement, a 4th mission stunned as a failure by the Haitian media https://www.haitilibre.com/en/news-41209-haiti-news-zapping.html . However, in their latest Group press release, former leaders now say they are more encouraged that parties with diverse positions on a range of issues have in some cases moved away from hardline positions and are ready to continue discussing...

The CARICOM team recalls that part of its mandate consists of working to establish a "a transitional governance arrangement to take the troubled country to free and fair elections." The negotiations, attended by representatives from a wide range of political and civil society stakeholders, including Prime Minister a.i. Ariel Henry, helped narrow differences on the details of the transitional governance arrangement.

In previous missions, the team had expressed frustration with the extent of divergence between certain stakeholder groups, but now says that "the stakeholders achieved consensus on several aspects of the draft framework and have agreed to continue discussions between themselves in the absence of the EPG on the key areas of the balance of power and representation within the proposed transitional arrangements."
