Haiti - Justice : Intensive training in crime scene management

Strengthening justice in Haiti depends on legal prosecutions supported by systematic criminal investigations. Technological advances have increased the role of crime scene experts whose rigorous management is essential to ensure fair and equitable investigations.

However, in Haiti, mastery of crime scene management, collection and preservation of evidence is still developing. This has repercussions on the justice system and contributes to prolonged pre-trial detention...

As part of strengthening police and justice in Haiti, through the Haiti Atrocities Accountability Support Project, funded by the Office of International Narcotics and Law Enforcement Affairs (INL), in collaboration with the Haitian National Police Support Program (PNH), the Spotlight Initiative and UNPol, an intensive 5-day training was given to executives of the Haitian Bureau of Scientific and Scientific Police Technical, Police Stations, Departmental Directorates of the PNH, the Brigade for the Protection of Minors of the Unit.

The main objective of this training was to strengthen the skills of investigators, which involves equipping them with the capacity to intervene effectively at crime scenes, including in the context of arson and gender-based violence, particularly sexual violence. sexual.

"I hope that this training will further consolidate the knowledge of the participants and that the techniques they will learn from it will be useful and immediately applied in the exercise of their functions [...]" declared Ms. Béatrice Ranoromanana, Gender Advisor at United Nations integrated office in Haiti (BINUH).

For Commissioner Guetchine Alexis, Head of the scientific and technical police office of the Central Directorate of Judicial Police "[...] this training will fill the gaps observed and equip our investigators and crime scene technicians with a view to the desired response against crime in all its forms."

At the end of this training, participants should be able to identify the different forms of violence, put in place a protocol for the management of crime scenes, understand the dynamics involved and put in place mechanisms to carry out effective investigations and help victims obtain compensation.
