Haiti - Security : Evacuation of families in front of the American Embassy, the PNH explains

In a note, "The General Directorate of the National Police of Haiti (DGPNH) informs the public in general and civil society organizations in particular, that on Tuesday, July 25, 2023 a police intervention, in accordance with the rules of use of force, with the techniques and methods learned, was carried out in Tabarre to guarantee the free movement and protection of the staff and premises of the American diplomatic representation, an obligation of the Haitian State party to the Vienna Convention guaranteeing in its article 22.1, 22.2 and 22.3 the principle of inviolability of Embassies and the duties of the receiving State.

During this intervention, the PNH used the necessary force to evacuate and transfer to the Lycée Jean Marie Vincent nearly a hundred people who were obstructing the way to the main entrance of the Embassy of the United States of America and weakened the security mechanisms of this sensitive institution. However, the General Directorate of the PNH takes note of the denunciation of certain Human Rights Defense organizations relating to certain deviations that would have been observed during this intervention.

Thus, the National Police of Haiti, as a professional republican institution and committed to its values of protecting the rights and dignity of the human person, informs any interested person that instructions have been issued to the General Inspectorate of the PNH for the purpose of receiving all complaints relating to possible cases of excessive use of force and investigating them.

Moreover, the National Police of Haiti, while renewing its determination to fight throughout the territory all armed criminal gangs, rejects all forms of allegations wanting to associate the name of the Commander-in-Chief Frantz Elbé with heads of gangs which, with their accomplices and acolytes, terrorize and sow mourning within the Haitian population.

The General Directorate invites the population to remain vigilant and to avoid all forms of manipulation and maneuvers aimed at distancing them from their police and curbing the momentum of our valiant police officers in the fight for security."
