Wednesday May 24, 2023 at the Karibe Convention Center, the High Council of Transition (HCT) closed the second and last day of its Forum on security, constitutional and electoral reform, good governance, economic and social measures https://www.haitilibre.com/en/news-39598-haiti-flash-political-forum-of-the-high-council-of-transition-video.html

In the absence of the institutions concerned with security, among others the PNH, FAd'H, AGD, migration... without the panels of experts announced, at the end of these 2 days a "Joint declaration on the steps to be taken" summary of the two days was presented at the end of this Forum...

Regarding security, the participants agreed on the need to ensure good training for police officers, to increase their numbers and to provide them with materials and equipment essential to the fight against gangs, in parallel with a strategy to reduce violence of proximity to eliminate the phenomenon of enrollment of young people in armed gangs. In summary, only things that we have been hearing in words for months without any visible results... No new ideas...

"Yes, we need to increase the numbers of the PNH and provide it with an adequate intelligence system. Yes, we need to mobilize more financial resources to pay our law enforcement, equip and train them. Yes, we must expand our army and clearly define its role and its methods of intervention in support of the PNH for the accompaniment of certain specific tasks," affirmed the Prime Minister a.i. in his closing speech affirming:

"[...] I can tell you that in the days and weeks to come, you will have the opportunity to see significant changes, both in terms of the security and governance of our country. Let's get to work because the task is immense and time is short.

[...] In the many meetings that I have had with almost all sectors since my arrival at the head of the Government, it has become clear that there is a broad consensus around the need to review certain provisions of our Constitution.

We will have to build sufficient consensus, at the national level, on each of the points to be modified, and organize broad consultations, so that our compatriots adhere to the changes that will be proposed.

[...] The first task of the next CEP will be to organize a popular consultation in order to validate the modifications made. This necessary and indispensable step will have to be taken in a short period of time, because the organization of the general elections depends on it.

The time has come to move forward and we will move forward. 'Nou pra l retounen balon an nan pye pèp ayisyen an, nan eleksyon'. It is the people who will have the last word in matters of their leaders [...]"
