Haiti - Politic : The decree relating to the High Council of Transition, published in «Le Moniteur»

The Government published in special issue #2 of the official journal "Le Moniteur" dated January 17, 2023, the decree relating to the High Council for the Transition (HCT) structure, provided for in the agreement signed on December 21, 2022 entitled "National Consensus for an Inclusive Transition and Transparent Elections" https://www.haitilibre.com/en/news-38427-haiti-flash-the-pm-signed-a-historic-consensus-for-an-inclusive-transition.html which was to be installed a week after the signing of the agreement, but which was delayed without anyone knowing why....

Let's recall that the High Council of the Transition (HCT) is composed of 3 members: Calixte Fleuridor, of the Protestant Federation of Haiti who will represent civil society, Mirlande Manigat who will represent political parties and Laurent Saint Cyr who will represent the private sector.

Regarding the HTC, the decree specifies "The objective is to promote national dialogue in the search for a consensus on the milestones to be laid down to signify the lines of rupture with bad practices and on the major projects of the transition period, particularly in terms of public security, the Constitution and elections, economic reforms, justice and the rule of law, social and food security. [...]

The HCT is responsible for ensuring the credibility and integrity of the elections by participating in the choice of members of the Provisional Electoral Council and by organizing stage evaluations with recommendations for the performance of the electoral process; choose the Committee of Experts in charge of the revision of the Constitution; coordinate a high-level political dialogue in order to broaden the base of consensus among the main political, social and economic actors of the country, on the basis of an agenda of: (i) security, ii) political, constitutional and electoral reform , (iii) good governance and (iv) economic and social measures; cooperate with the Prime Minister and the Council of Ministers to define a roadmap with specific milestones and deadlines and implement a strategic action plan for the transition period; participate in the reconstitution of the Court of Cassation; participate in ministerial reshuffles, changes in the senior management of the Public Administration and reforms in Haitian diplomacy; inspire and ensure economic reforms, particularly in terms of state revenue, fiscal and monetary policies; ensure the establishment and execution of a comprehensive public security plan; identify and propose reforms in the area of human rights and the strengthening of the rule of law; identify and propose reforms aimed at social and food security."

The 3 members of the HCT should now be installed shortly.
