Haiti - Dominican Rep. : 6,492 Haitians in an irregular migratory situation repatriated in one week

Tuesday, November 22, 2022, the Directorate General of Migration (DGM) announced that during the past week, in accordance with the provisions of Law 285-04 on migration, it had repatriated to their country of origin 6,492 Haitians who lived in the Dominican territory in an irregular migratory situation

Migration control operations were carried out in various provinces and communities : Santo Domingo (1,871 detained Haitians), Santiago (1,744), La Vega and Jarabacoa (263), Dajabón (549), Elías Piña (1,076), Jimani (345) , flint, (194), Benerito (366) and Los Pilones (84).

In its press release, the DGM indicated that the control teams were reinforced with agents from the Specialized Border Security Corps (CESFRONT), members of the Dominican army, agents of the national police and others.

The DGM stressed that the staff involved in these operations are duly trained so that the integrity of the migrants is guaranteed in the process and that it is carried out with a "humanitarian attitude". Adding that "In these operations the Director General of the DGM Venancio Alcántara, had given precise instructions so that the rights of those arrested and detained, are always respected in accordance with the provisions of the law on migration which regulates the presence of foreigners in the country."

Haitians block the border crossing to Dajabón :

Since Monday in protest against these massive repatriations, Haitians have closed and welded the binational door (on the Ounaminthe side), which gives access to Dajabón. The highly motivated demonstrators complain of the mistreatment (according to repatriated Haitians) that their compatriots suffer when they are detained by agents of the DGM. They say that the blocking of the border post will continue until the repatriation stops and that better treatment is guaranteed to the repatriated people...

As a result, the commercial activities of the binational market of Dajabón have been suspended for lack of buyers and many trucks are blocked on both sides of the border...

Repatriation of unaccompanied children, the DGM denies the facts :

In addition, Monday, November 21, a spokesperson for UNICEF said on the channel CNN, that the Dominican Republic had repatriated hundreds of children to Haiti without their parents and that the organization had received at least 1,800 unaccompanied children repatriated by Dominican immigration authorities to Haiti since the beginning of the year.

Reacting to this information, Venancio Alcántara of the DGM denied the existence of repatriations of minors of Haitian nationality separated from their parents. He explained that there are special procedures, in respect of human rights and respect for the law, for this type of situation in which children are involved, he clarified that when this type of situation occurs, when it is not possible to locate the parents "the children are entrusted directly to the National Council for Children and Adolescence (Conani) which takes care of them."
