Haiti - Health : Tens of thousands of Haitians continue to give birth each year in the Dominican Republic
According to the records of the National Health Service (SNS) from September 2021 to June 2022 (9 months), the Dominican public network recorded 100,128 births, including 31,935 of Haitian mothers (31.9%), and 295 births of other nationalities (0.3%).

Dr. Martín Ortiz, Director of Maternity, Childhood and Adolescence of the SNS recalls that the hospital issues the live birth certificate for each birth it registers and that for non-resident foreign mothers, the birth is registered in the "Immigration Book" established by resolution of the Central Election Commission (JCE).

Let's recall that in September 2021, the Dominican authorities had taken measures aimed at curbing the illegal migration of pregnant women, specifying that hospitals would only take care of illegal immigrants taken care of by the emergency service and prohibiting entry in the Dominican territory to pregnant Haitian women over 6 months of gestation https://www.haitilibre.com/en/news-35171-haiti-dom-rep-end-of-health-services-to-illegal-haitians-except-in-emergencies.html causing many and live negative reactions...

Given the high volume of deliveries carried out in hospitals of the public health network to Haitian mothers and other nationalities, the SNS recalls that the duty of health centers is to provide care to all patients who arrive to their emergency department, regardless of immigration status, race or any other condition.

Since these measures there has been a slight reduction in the percentage of births of Haitian mothers declared in the public network, going from 33.6% in September 2021, the date on which the measure was announced, to 31.3% in June 2022...

In addition, from January to June 2022, the network of Dominican public hospitals reports a total of 53,344 births, of which 36,720 (68.8%), were registered with Dominican mothers and 16,459 (30.9%) with Haitian mothers.

The health establishments where the most deliveries take place are those located in communities close to the border area where the births of Haitian mothers are often more numerous than those of Dominican mothers.

For example: the General Melenciano Hospital, located in Jimaní, (from January to May 2022) out of 65 births, 10 were Dominican and 55 Haitian (84.6%); in the Rosa Duarte Hospital, of Elías Piña, 134 Dominican and 181 Haitian births (57.4%); in Barahona, 14 Dominican and 45 Haitian births (76%) and in the Padre Fantino hospital in Montecristi, 19 Dominican and 104 Haitian births (84.5%).

In Santo Domingo, SNS records indicate that from January to May 2022 the Nuestra Señora de La Altagracia maternity attended 2,150 births to Dominican mothers and 1,817 to Haitian mothers (33.6%), and the San Lorenzo de los Mina assisted 1,794 Dominican and 1,336 Haitian mothers (42.6%).

Last November, the Minister of Health Daniel Rivera, in office at the time, reported that in 2021, the Dominican Government had spent 10 billion pesos (± 181 million dollars) in assistance to Haitian women in labor , not to mention the funds it has allocated to other health problems of Haitians.
