Haiti - Urbanization : Towards the improvement of urban mobility in Cap-Haitien (RUTAP Project)

During a workshop held this week, the CPCS - ITP - Beta Consult Group, mandated by the World Bank in partnership with the Ministry of Public Works and the Town Hall of Cap-Haitien, presented the study aimed at the evaluation of the governance, services and operational and financial bases of the informal urban transport sector in Cap-Haitien.

This study is part of the Resilient Connectivity and Urban Transport Accessibility Project (RUTAP), funded by the World Bank. The objective of this project is to improve urban mobility in Cap-Haitien, taking into account the possibility of strengthening institutional capacity in the transport sector.

To this end, interventions will first focus on improving critical sections of the city's street network, to support the shared use of space; then, on improving drainage and climate resilience and traffic management in the city center with new stations for tap-tap interchanges and passenger loading facilities; there are also plans to carry out detailed studies and potential works for a bypass road (not including the SOS road).

Let's recall that Cap-Haitien, historical and tourist capital of the country is also the administrative capital of the North Department and is experiencing strong growth in urbanization, which now extends to neighboring municipalities. Thus, this growing urbanization creates a dynamic of pendulum mobility between Cap-Haitien and these municipalities.

At the same time, it is necessary to underline the concentration of economic activities and most of the educational institutions of the region which are located in downtown Cap-Haitien; which hinders urban mobility with road infrastructures that no longer meet international standards.

It is in this context that the deputy mayor, Patrick Almonor, pleads for an urban development plan encompassing 6 municipalities: Cap-Haitien, Milot, Quartier Morin, Limonade, Plaine du Nord and Acul du Nord.
