This program aims to reduce the time of publication of records of companies in the official newspaper "Le Moniteur" from 45 business days to 7 days. However, Me Bernard Gousse who intervened at the presentation of the program has emphasized on the legal aspects of this project, noting that the haitian legislature did not recognize the electronic administration (e-government) "the haitian law, opposes an insurmountable obstacle to the transmission of electronic document and to the modernization of business [...] it is necessary to achieve a reform of the legal framework, in order that the electronic documents have the same quality than the paper documents." Indeed, the electronic signature is not recognized today in Haiti, in the neighboring countries and on the international market it occupies a significant place, Haiti ranks last with an index of 0.01 to 1. Emphasizing on the needs of a legislation on the signature and electronic commerce, Me Gousse stressed that "all these conditions must be met in order to give a legal force to the digital documents" which should also take into account the administrative procedures, of transmissions of electronic documents between public entities and distance procedures, key elements of a modern e-governance.
