Haiti - FLASH : The PM obtains promises of international commitment of $600 million
On Wednesday, February 16, 2022 at the Karibe Convention Center, during the international donor conference which was held face-to-face and by videoconference, the Government presented its Integrated Recovery Plan for the Southern Peninsula (PRIPS), heavily damaged by the earthquake of 7.2 on the Richter scale on August 14, 2021. The costs of PRIPS amount to 1.978 billion US dollars (nearly 200 billion gourdes) for reconstruction and recovery.

Prime Minister Ariel Henry explained that the amount of this plan spread over 4 years was "[...] divided between 4 sectors:

Productive sector (197 million);
Social sector (1.515 million);
Infrastructure sector (172 million);
Transversal sectors ($94 million).

Stating that for the first year, approximately $454 million will be needed for the implementation of the Recovery Plan, which represents approximately 25% of the total amount of the response.

To effectively start the process of recovery and reconstruction of the Southern Peninsula, approximately 347 million dollars must be found"

Donors have pledged a total of US$600 million, an amount above the UN's initial expectations. Donors include, among others : the World Bank - WB (192 million), the Inter-American Development Bank - IDB (80 million), the American Agency for International Development - USAID (additional 50 million), Canada (19,5 million), Norway 6 million...

Ariel Henry announced that the Haitian Public Treasury will contribute $100 million (± 10 billion Gourdes) over 4 years to the Integrated Recovery Plan for the Southern Peninsula (PRIPS).

Amina Mohammed, the Deputy Secretary General of the United Nations welcomed the dynamic between international donors and the Haitian State, which defined the priorities of the reconstruction plan "These contributions, large and small, demonstrate that the international community is committed to a new approach to working with the Government and people of this country."

Adding that the pledged amounts will be paid into a fund developed by the UN, co-managed by several national and foreign authorities to avoid corruption and misappropriation "[...] this fund will guarantee that donor money will be disbursed in a responsible, efficient and thoughtful, in order to bring the maximum possible transparency and impact in the lives of Haitians."

At a press conference following the international donor conference, Prime Minister Ariel Henry declared :

"The amount that the solidarity generosity of friends and partners of Haiti has enabled us to mobilize today is 600 million US dollars.

These contributions go well beyond our expectations.

On behalf of the Haitian people, I extend my heartfelt thanks to all the countries and organizations that have contributed to the recovery and reconstruction funds for the Southern Peninsula.

I am delighted with the understanding and good responsiveness of the friendly countries that have agreed to participate in the establishment of a United Nations multi-donor Trust Fund to finance our reconstruction efforts.

On behalf of the Haitian people, I extend my heartfelt thanks to all the countries and organizations that have contributed to the recovery and reconstruction funds for the Southern Peninsula.

May this new mobilization lead to lasting action, for the benefit of the populations of the Southern Peninsula!

On the sidelines of the closing ceremony of the international donors' conference, I met the delegation of mayors from the southern peninsula. I took the opportunity to thank them for their participation in this international event.

The event of the day was intended to be a space of solidarity on the part of national and international actors. The general objective was to find funding levers for the recovery of the southern peninsula of Haiti through the mobilization of funds from our partners.

We promise everyone, all donors, that this money will be used transparently in the service of the people of the Great South. We know it is taxpayers' money from other countries. We will make sure every dollar goes to those in need."
