Haiti - Education : A free school, yes but how ?
The National Confederation of Haitian Educators (CNEH), wonders about the strategy to put in place to reach to a free education. Lourdes Edith Delouis the secretary of CNEH explains the position of the confederation "the issue of free school, the CNEH supports this idea but awaits the implementing rules, however the CNEH does not know what form will take in the time and space this free school."

Ms. Delouis also expressed a problem "while waiting this school for all, the CNEH draws attention to the fact that 130 communal sections are devoid of public schools 33 of which have no school, noting that the construction of these schools is a necessity, it must be accompanied by the offer of basic public services such as water, electricity, health care and recreation..."

The Secretary of the CNEH also makes proposals on behalf of the Confederation "so that the free school be effective, the Government, the Presidency shall take appropriate measures in term of space to accommodate the students, school construction, of recruitment of trained teachers and provide continuous training, provide educational materials, manuals, books of reference and libraries. To allow an environment conducive to learning there must have health care, recreation, extracurricular activities it is necessary to have teachers with a living wage."

For his part Jean Marie H Pierre, advisor of the CNEH spoke of figures "if we consider the current data, there is 8 billion gourds for the national education (State budget), 64 billion gourds for the parents (the amount that parents pay to the private schools), for free school it would be necessary to have that almost 72 billion gourds."
