Haiti - FLASH : New measures against insecurity

The Prime Minister office informs the general public that in the context of the fight against insecurity, and following the decisions taken by the Superior Council of the National Police (CSPN) of Sunday February 28, 2021, the Government Council of March 3, 2021 has decided to adopt the following measures.

1. From now on, containers carrying personal effects will only be received at the ports of Port-au-Prince and Cap-Haitien. The Ministry of the Economy and Finance is responsible for the application of this provision.

2. Temporary ban on tinted windows for all vehicles circulating in the territory of the Republic, including those of the National Police of Haiti (PNH); with the exception of vehicles bearing the new "Official, Diplomatic Corps and Consular Corps" registration plate. This measure applies from Saturday March 6, 2021. After this period, the police services are authorized to use the legal constraints provided for in the Highway Code and criminal law.

3. The Ministry of the Interior, the Ministry of Defense, the Office of the Secretary of State for Public Security, the PNH are directly responsible for the rigorous application of the measure relating to the prohibition of vehicles with tinted windows. The Ministers and Directors General and other officials of public institutions ensure the immediate implementation of this measure concerning vehicles registered "SE and IT" under their management.

4. The population is invited to collaborate in the application of these measures by denouncing all vehicles circulating without license plate and with tinted windows by calling 3838 1111, 3839 1111 and from Friday March 5, 2021, to number 122.

5. The situation calls for exceptional measures for the safety of all, and requires the understanding of the population and of all those who had already paid their tinting rights.
