Haiti - Justice : The judicial system paralyzed at the national level from Monday

In a note, the National Association of Haitian Magistrates (ANAMAH), the Professional Association of Magistrates (APM), the Association of Haitian Judges of the Peace (AJUPHA) and the National Network of Haitian Magistrates (RENAMAH), faced the illegal arrest of Judge Ivikel Dieujuste Dabrezil on February 7, the retirement by decree of judges Yvikel D. Dabrezil, Wendelle Coq Thelot and Joseph Mécène Jean Louis, their replacement by 3 other Magistrates https://www.haitilibre.com/en/news-33009-haiti-flash-president-moise-replaces-the-3-judges-involved-in-the-coup-attempt.html in defiance of the constitutional and legal provisions asks everyone the Magistrates of the Republic, from the Courts of Peace to the Court of Cassation to observe, from Monday February 15, 2021 a work stoppage until the Executive

"1) Respect the Constitution, the Laws of the Republic and the international Conventions ratified by Haiti guaranteeing the independence of the judiciary;

2) Retracts the two decrees taken outside the Constitution and the law : the decree of February 8, 2021 and that of February 11, 2021;

3) Reinstates Registrar Christophe Espérance illegally dismissed by the Minister of Justice, Mr. Rockefeller Vincent, for having sat at the Habeas Corpus hearing initiated in favor of Judge Dabrezil.

The Magistrates' Associations also ask the President and Vice-President of the Court of Cassation, Magistrates René Sylvestre and Jean Claude Theogene, as well as the Honorable Judges of the said Court to scrupulously observe this work stoppage and not to receive the swearing-in of Sieurs Octelus Dorvelien, Pierre Harry Alexis and Louiselmé Joseph to avoid completely collapsing the country's justice system.

They particularly addressing to the Justices of the Peace and their deputies for the strict respect of this work stoppage in all its form and content. They also accept the establishment of an emergency unit for cases of violation of individual freedoms."
