Haiti - FLASH : Publication of a Decree concerning passports

A new Decree, this time on the passport (ordinary or biometric), dated January 21, 2021 was published on Tuesday January 26, 2021 in the Special Monitor N°6, which we invite you to read and share.

Text of the decree :

" Article 1 :

Article 2 of the Decree of April 6, 1983 amending article 68 of the Decree of December 26 1978 on immigration and emigration, now reads as follows :

"The simple or ordinary official and diplomatic electronic passports will be in the form of a 32 or 48 page booklet, the personalization of which is in accordance with the standards of the Office of International Civil Aviation (ICAO) in force on travel documents."

"Duration of validity of the travel document (card or electronic passport booklet) depends essentially on the age of the applicant : the applicant under the age of eighteen (18) completed is entitled to an electronic passport of five (5) years. However, once reaching the age of majority, ie eighteen (18) years, he is entitled to a passport for a period of ten (10) years."

"Any holder of a biometric or electronic passport is authorized to renew it within one year of its expiration date."

"The scale relating to the amount, the period of validity and the number of pages of the travel document (card or electronic passport book) is determined by law."

"For requests made in Haiti, the amount of the passport is paid to the Directorate General of Taxes (DGI)."

"For requests made outside Haiti, namely to an Embassy, ​​a Consulate or a Diplomatic Mission, payment is made by certified check payable to the Public Treasury."

Article 2. :

Regarding requests made in case of alteration, cancellation, saturation, theft or loss of biometric passport or travel document (card or electronic passport booklet) another booklet is issued depending on the duration validity of that declared altered, canceled, saturated, stolen or lost.

In the event that the validity of the passport declared altered, canceled, saturated, stolen or lost is less than one year, it is renewed.

In all cases, the amount to be paid remains unchanged.

Article 3. :

This Decree repeals all Laws or provisions of Laws, all Decrees or provisions of Decrees, all Decree-Laws or provisions of Decree-Laws which are contrary to it and will be published and executed at the behest of the Ministers of the Interior and of the Territorial Communities, Economy and Finance, each as far as it is concerned."
