Haiti - ALERT : D-15, before the expiry date of the old CINs

At 15 days before the expiration of the old national identification card which will be replaced by the new one and despite the new equipment from the Dermalog company retained for the production of the new card, Wandy Charles the Director of Communications for the Office National Identification (ONI) estimates that the number of cards produced is much less than the 6 million cards required

He pointed out that the ONI was severely affected logistically for several months by the crisis and most of the citizens were unable to move. He recalls that before the operation "country lock", the average daily production was 12,000 cards, but during the crisis the volume of production collapsed around 2,000 per day. He also mentioned the significant material damage suffered by the ONI (fire vandalism, intimidation of staff among others...) the thousands of cards destroyed by fire, not to mention the theft of materials, equipment, furniture and more than 60 computers...

Wandy Charles points out that since the end of November the ONI has gradually resumed its services and that citizens can again come and get their CIN. To do this, they must go to one of the ONI offices with their old card and a copy of their birth certificate, or an extract from the archives or a copy of the baptismal certificate.

On December 31, 2019, unless this deadline is postponed by the ONI, is the last day to obtain a new CIN. After this date, all citizens in possession of the old card do not will no longer be able to use it in transactions that require the presentation of an identity document. which will not be without consequences, most citizens having no other document to identify themselves, do not having neither passport nor driving license...

Moreover, a large number of citizens who have applied for a new card cannot obtain it, the ONI being unable to catch up and respond to new card requests at the same time...

By fixing this date and deciding to replace the old card with the new one on December 31, 2019, ONI is depriving citizens of their right to act freely in all their daily activities and risks triggering a new social explosion if nothing is done to extend this deadline or deliver all new cards before the deadline, which is utopian.
