Haiti - FLASH : Dismantling of a large-scale network of telephone fraud

Tuesday at Pétion-ville, specifically on Hélène Marc Ary Street, after several weeks of investigations, a carefully planned operation allowed the police force to dismantle a network of criminals specializing in the diversion of international calls to local networks that used the "bypass" technique.

During this operation, the police accompanied by a representative of justice and experts from a telephone company seized inter alia devices capable of handling several dozen calls simultaneously (SIMBox), several hundred SIM cards from both operators national telephones, routers and two computers...

The accounting documents seized on the spot, clearly reveals that it was a large-scale network. According to the woman arrested on the premises who introduced herself as the manager, this network would be the property of a Haitian who would live in Canada under the name of Junior Chaillot.

A fraud that generate millions of dollars in lost profits for the telephone companies victims of these frauds and also significant losses of tax revenue for the Treasury.

Learn more about the Bypass :

For example a call via a legitimate route would normally cost $0.8 with an initiation fee of $0.5 in country A and a termination fee of $0.3 in country B. In the case of a bypass through VoIP (Voice over IP) the initiation fee is $0.15 and the termination fee is $0.05. The mobile operator in country B loses $0.25 (0.3-0.05) in termination fees, which results in an 83% loss, so the state also loses income (tax). There are also bypass via GSM technology (GSM Gateway), Bypass can also be national, incoming or outgoing. Bypassing interconnect points via cheaper routes such as the Internet.
