Lapin pointed out to the new commander of the National Police, that he was taking charge of the police institution in a difficult period and face major challenges, one of which is to ensure the safety of the population and bring tranquility in the streets.

He announced, among other things, the resumption of the certification process within the institution, promised to fight against crime, to strengthen the capacities of the PNH and to ensure that the police institution is neither polarized nor politicized.

In his speech, Michel Ange Gédéon, the outgoing Director General at the end of his term, whose professionalism was congratulated by Prime Minister Lapin, addressing his successor declared "[...] I warn you, the task will not be not easy.
