Honorable President,

This is a secret for anyone in recent days insecurity and the issue of armed gangs occupy center stage in Haiti.

The last haul of the National Police of Haiti that led to the capture of the gang leader Arnel Joseph, is unfortunately used by 'craftsmen of the politicaillerie' to try at all costs to get involved mein the criminal activities of the latter.

These groups, whose only purpose is to destroy the personality, the person and the name of all those who seek to make a contribution to national construction, despise the notion of the presumption of innocence and find an entire apparatus institutional helping them in their dirty business.

In my capacity as Senator of the Republic and Vice-Quaestor of the Senate, in order to protect the image of this prestigious institution and to safeguard my honor, I would be grateful if you would inform the other members of the Bureau and the honorable members Senators of the Assembly of my unavailability to sit as Vice-Quaestor of the Bureau until all the light is shed around this issue.

In the meantime, I would like to announce that I gladly decide to respond favorably to any invitation from a Judge Instructor when the time comes.
