Haiti - Economy : The CSC/CA delivers its report on public expenditure of the State (2017-2018)

On Tuesday, as part of the transparency in the management of public affairs, Councilors Pierre Volmar Desmesyeux and Saint-Juste Momprevil of the Superior Court of Accounts and Administrative Litigation (CSC/CA) submitted to the Senate as prescribed by the Constitution, the complete annual report on the State of Haiti's public expenditures and the state of the country's finances, for the 2017-2018 financial year. This 150-page report reveals numerous instances of anomalies in public spending, highlighting poor administrators' decisions in public spending and concluding with several recommendations.

According to Councilor Saint-Juste Momprevil, of the CSC this report is divided into three parts : efficiency of expenditures, analysis of projects carried out during the fiscal year and financial analysis and efficiency of certain autonomous enterprises. He underlines that the analysis of public finances over the last five years in terms of both operating expenses and investments shows that while operating expenses have steadily increased, investment spending has not stopped to diminish or remain frozen, while the State during this period had to make a good performance in terms of tax revenues.

The CSC also reviewed institutions benefiting from solidarity funds such as the FNE civil pension among others.

According to Desmesyeux, this report will be useful to Parliament in its work of monitoring and preparing the next budget and to the Legislature, which will be able to note the weaknesses noted in the implementation of the budget.
