Haiti - Elections : Ginette Cherubin reveals some irregularities and fraud

Following allegations of fraud, following the surprising decisions of the National Electoral Complaints and Challenges Bureau (BCEN), the instance of last appeal within the framework of the electoral challenges and various irregularities in the BCEN and the Provisional Electoral Council (CEP), Ginette Chérubin, Electoral Advisor to the CEP, has refused to initial the results. She explained her decision in a statement and reveals some of the irregularities and fraud that justifies her position.

"Following the extraordinary meeting of the Provisional Electoral Council held on 20 March 2011, prior to the publication of the results of presidential and parliamentary elections (2010-2011), I want to point at the outset that I disagree with the informality and hasty of that meeting. I will not repudiate the totality of the results published since, as of the publication of the preliminaries of the second turn of the elections, some candidates had succeeded without appeal exercised against them and that some judgments were made in all fairness. However, despite my willingness to respect the majority decision by adherence to democratic principles, it was not possible to me to initial the results for the following reasons:

  • The absence of a rapporteur for the drafting of the minutes of the meeting, despite my insistence

  • The principle of endorsement of the results without knowledge of the judgments which were not presented during the meeting

  • The observation made at the level of a sample of judgments rendered (lack of fairness - usage arbitrary and fanciful of the analysis criteria - no reasons or inconsistencies in certain devices of judgment)

  • Minutes sidelined for presidential and (or) the Senate were recorded, according the interests, by the BCEN. In one case reported, members of a polling station have also signed for other Polling Station and the Minutes correspondents were all recorded

  • Duplicate duly signed presented to the BCEN to prove the error of a shelving made by the Vote Tab ulation Center (CTV) for alleged insufficiency of signatures - according to data posted on the website of the CEP - were dismissed with a wave of hand by Electoral judges, without verification to the Tabulation Center by "avant-dire droit" (Article 174.1 and 190 paragraph 2)

  • Cases not considered to the CTV for absence of Partial electoral register (LEP), false identification card numbers or proven filling - the number of voters is greater than the number of signatures recorded on the tally sheet - were recorded at the level of BCEN. Other cases could be identified.

Finally, given the almost universal satisfaction expressed by the voters after the preliminary results, it is unthinkable that the BCEN it is unthinkable that the BCEN has led to changes as significant as it appears in the table of the results. This means purely and simply to repudiate the work of the Tabulation Center, whose the rigor obtained from the recommendations of the Commission of the OAS - solicited in the first round of elections - and other improvements made by the CEP itself (Responsible of CTV assisted other technicians) has been recognized and praised publicly, by most concerned: political parties, candidates, voters, national and international observers. This, to the point that even the credibility of CEP so marred since 2009, has benefited and is entered into a process of rehabilitation.

For all these reasons, my civic consciousness obliges me to make these reserves..."
