Haiti - Economy : Donation of $200M from IDB, who says true ?

The $200 million annual grant from the Inter-American Development Bank (IDB), part of a $10 billion, 10-year, 10-year deal to finance projects such as : energy, road construction and the overhaul of the education system https://www.haitilibre.com/article-75-haiti-economie-la-bid-fait-un-don-de-2-milliards-de-dollars-a-haiti.html (in french) has not been fully disbursed...

Asked about this during his return from the "Global Business Forum Latin America - Panama" (GBF2019) in Panama, President Jovenel Moïse said he had discussed this topic on the sidelines of the Forum with Luis Alberto Moreno President of the IDB said that it was due to "procedural defects between the Haitian State and the IDB" and that President Moreno had promised him to work to solve this problem...

However, following the visit to Washington last March https://www.haitilibre.com/en/news-27115-haiti-news-zapping.html , of the President of the Senate, Carl Murat Cantave, the Senate Senate Communications Office declared "This fund is available for Haiti, however, there are conditions for its use, conditions that until then, are not respected. Between political instability and administrative inefficiency [...]" an explanation that speaks in no way of procedural flaw...

However, apart from divergent explanations, it seems that the real reason is related to new IDB financing measures, negotiated in November 2017 with the consent of the administration Moïse - Lafontant (which had no choice and witout announcement...) A change that demonstrates the IDB's lack of confidence beyond the Government's statements to the contrary.

As part of these new measures, the IDB is in charge of tendering, supervision and administrative work related to the projects it finances in the field of public works in order to avoid risks, in particular because of poor execution and corruption in Haiti. It would be these new measures that would make Haiti not able to spend as easily (as in previous years) the $200 million annual IDB grant.
