Haiti - Security : The commercial flights of Boeing 737-8 and 737 MAX, suspended in Haiti

Following a fatal accident of a Boeing 737-8 MAX aircraft, whose the exact causes are still under consideration, the FM, representing the state of design of the aircraft concerned, issued an emergency note : AD 2018-23-51 (later superseded by a final rule AD), to require certain modifications to the aircraft flight manual, with respect to the limitations and procedures relating to the horizontal stabilizer attitude for horizontal runway.

As a result of this tragedy, another fatal accident occurred and at the early stage of this new investigation, it is not excluded that similar causes contributed to both accidents. Following this second accident, the Federal Aviation Administration (FAA) published information on the progress made in developing mitigation measures.

On the basis of all available information, the National Office of Civil Aviation (OFNAC) considers that other measures may be necessary to ensure the continued airworthiness of the two models concerned (Boeing 737-8 MAX and Boeing 737-9 MAX).

Pending further corrective action, OFNAC has prohibited the landing, take-off or overflight of commercial transport on the territory of Haiti or its airspace with a Boeing 737-8 MAX or a Boeing 737-8 9 MAX.

Note : Non-commercial operations (cargo flights) are not covered by this notice, says Captain Olivier Phillip Jean, Director General of OFNAC.
