"The Haitian state is one of the main violators of civil and political rights of Haitians" he affirmed, citing as examples: the infra human living conditions of the earthquake victims and the exclusion of elections of a range of political organizations and parties.

In addition, Mortimer believes that the "pseudo friends of Haiti" are also responsible of the non respect of human rights in Haiti for have bonded them. He said that the outgoing President will leave office with a mixed record in terms of respect of human rights. Stressing that while there was no systematic violations of human rights, especially social and political, by the outgoing team, the administration cannot boast of having done something to improve the situation in this area.

For his part, Pierre Espérance, one of the leaders of the National Network for the Defence of Human Rights (RNDDH) said that the fight against corruption has not brought positive results, even if at the beginning of his mandate, the Head of State had made ​​a priority of it, stressing that "the political choices of the administration of the outgoing President, have not contributed to improving the lives of citizens."

While acknowledging that the Preval administration has not been directly implicated in violations of human rights, he noted the many cases of police officers involved in such violations, even if the latter, he admits, were sanctioned by the General Inspectorate of the National Police of Haiti (PNH).
