Wednesday, at a press conference, Jean Michel Lapin, the Minister of Culture accompanied by the Secretary of State for Communication, Eddy Jackson Alexis and members of the Committee in charge of organizing the Carnival 2019, said "technically the deadline is no longer appropriate for the State to organize a National Carnival in Gonaïves," adding "we remain open however to the municipality of Gonaïves to determine the format we want to give to a carnival."

In addition, Minister Lapin assured that all the Municipalities or organized structures decided to organize carnival festivities in their respective regions will have the accompaniment of the State specifying "The State had a forecast of expenses for the 3 fat days. The windows remain open for all municipalities. The State will ensure the safety of all musical groups and walking bands wanting to take the street."

Because, according to the Minister "the Carnival is an intangible heritage to safeguard. This is a period that can not be removed from the collective consciousness. It is a source of social cohesion which itself is conducive to a climate of stability and the development of socio-economic activities in the country."

Fat days (Monday, March 4 and Tuesday, March 5, 2019) are holidays even though there will be no national carnival this year in Haiti, a government source confirmed.
